Have you considered that these children may have died at sea ? The shipping list is not a list of those landed but those who embarked and this is not always strictly correct. I know of at least one case when a man was down on a list but did not sail. He then embarked later so that it "appears" he sailed twice. It is important to check any notes that are with the original record, such as Surgeon's report. Sometimes there will be a note that a certain number died at sea.
