Hi Carmel, I spoke to my Mum regarding Foster families during the 1940's and earlier periods and she said 2 out of 3 foster families were "family", she said Aunties, Cousins etc would take in children belonging to family and raise them as their own, the child would rarely ever learn their true identity. Maybe you could take a closer look at family surrounding the child. Just a thought.
