    3. My mystery regarding Joe Hepper is that he is supposed to have lived in Cheltenham in the 1920's but his death certificate states he died in 1943 in Preston and had only been in Victoria (from NSW) for 4 years. I am trying to find out if he did live in Vic in the 1920's or not. Jenny Sharp

The letter sent out by the then Premier of Victoria was headed: "Victoria is celebrating its 150th Birthday" But: as mentioned previously; the letter was not dated to give a clue as to when sent out and I guessed it had been before & 1989, as the family member concerned; died 1989. The Medallion in question was produced for the above mentioned event and sent to it's recipients together with a Certificate. So I now believe the event would have taken place in 1985? The first landing of stock in Port Phillip Bay was at Williamstown 9 November 1835, to lighten the small ship so it could cross the "stumpy rocks" at the entrance to the Yarra River and proceed up the salty lower reaches to arrive where another bar separated the river water from the tidal flow from the bay .. to be known as Melbourne. However, argument continues that we should celebrate 1834 as the year, when the Henty brothers established their western district grazing venture... or, the claim of whalers who set up a whaling station in the western district hinterland.... or the date of Batman's "treaty" with the aboriginals.... When exactly was Victoria's Birthday, as the letter sent out by Premier John CAIN, is not dated. I am most curious to find what proof was needed by the Premier as to a person's age, before presenting them with the Medallion?
