For what it is worth, I went to an introduction to Electoral Rolls at the State Library of NSW this week and on the handout we were given re eligibility to vote it said 1962 voluntary enrolment for Aborigines and compulsory voting for those already enrolled 1984 compulsory enrolment for Aborigines

It is still worth a look at early electoral rolls. I have found Aboriginals listed as early as 1903.
