Before c 1924 such were a State function so if anyone arrived in Sydney NSW , Melbourne, Victoria then records would be kept in that State. There are indexes to assisted migrant arrivals to both states on line . Victoria also had some unassisted indexes on line There are some passenger arrivals to Western Australia but only for around 1910/1 The Western Australian Genealogical Society has recently published a CD of passenger arrivals from abt 1895.
