Can't answer about the death certificates in Washington County. But I have a lot of Howell's from that area. Most that I have found are around Prairie Grove and there is a Howell cemetery near Hogeye. So far have not come across a Wilburn, who was his father? Will share what I have. Marilyn Brown

Marilyn, After a weekend of internet research, I find that I have been on a wrong track and have been chasing the Howell surname in error.
