Hello Allene, I got lots of responses but most were for making maps that would allow one city or state, etc., as well as one that even suggested FTM which I already have. The one that sounded the most promising is one called Microsoft Map Point. I don't know anything about it but the woman said, "You can detail information, put "push pins" in localities among other things. There's a lot to the program and it's not super easy to learn, however! There's even a European version!" Sounds good to me. I'm going to check to see if the university or public library has a copy on-line.
