Brenda, I'm not Carolyn, but I can probably help you on this one. Hartford should be in South Sebastian County, so Greenwood would be the county seat. However, correct me if I am wrong, but I think all the archival records for both Sebastian and South Sebastian County have long been kept in Fort Smith. It's a strange situation in Sebastian County... though I've been aware of it as long as I can remember, I never quite knew why it was the way it is- one county, subdivided, with two county seats... and what is true for one, is not necessarily true for the other. For instance, South Sebastian County is dry, whereas Sebastian County is not. Does anyone know how or why this all came about? And when?
