The state only started in 1914. You might, for later dates, find some mention of a birth in the newspaper. However, in 1911 there are very limited copies of the paper. Those that exist are on microfilm at the Arkansas History Commission. It is entirely possible that she had a delayed birth certificate issued. In 1942, because of the needs of military service, and the beginnings of Social Security, the state started issuing certificates for those people born before 1914 based on affidavits of family members or people with some knowledge of the birth. These are included in the state files that you can have checked by filing an application with the state health department. http://www.healthyarkansas.com/certificates/certificates.html I have checked for Evan, Evans, and Evins in the 1942 delayed index (the only one published so far, including only those at least 100 years old), and find some Evans entries, but none that are similar. Based on the 1911 date it would not be included - not yet 100 years ago. Note also that it will help if you have the mother's maiden name, as this is what should have been provided. The father's name is not included in this published index.
