The state only started in 1914. You might, for later dates, find some mention of a birth in the newspaper. However, in 1911 there are very limited copies of the paper. Those that exist are on microfilm at the Arkansas History Commission. It is entirely possible that she had a delayed birth certificate issued. In 1942, because of the needs of military service, and the beginnings of Social Security, the state started issuing certificates for those people born before 1914 based on affidavits of family members or people with some knowledge of the birth. These are included in the state files that you can have checked by filing an application with the state health department. http://www.healthyarkansas.com/certificates/certificates.html I have checked for Evan, Evans, and Evins in the 1942 delayed index (the only one published so far, including only those at least 100 years old), and find some Evans entries, but none that are similar. Based on the 1911 date it would not be included - not yet 100 years ago. Note also that it will help if you have the mother's maiden name, as this is what should have been provided. The father's name is not included in this published index.

Samuel Raliegh Scroggins he showed up on the 1900 and 1910 census in Coal Hill (Grant Township), Johnson County, Arkansas. Is he one of your Scroggins and can you help me to know who he was married in Johnson County, Arkansas about 1898 to a Percia not sure of the spelling it was different each census year. She must have died there before 1917 for he relocated to Missouri and showed up on the City Directories at that time. He married my widowed ggrandmother Cora Alice " Butler" Saylor and they moved back to Arkansas this is where 'm not sure only that it was around Paris, Ratcliff, Caulksville Arkansas. Can't locate her grave do you have any information on these Scroggins. He was born in Stone County, Arkansas---25 Jume 1874. Does he tie into your branch of Scroggins.

The county would not have any record of her birth unless it was in a newspaper. Also the state did not keep records much earlier that this time frame. Good Luck, Larry

NC supposedly) whose son was Richard Ashley (b. 1792 in Surry Co.NC died 1845 in Kanawha Co. WV ) and was married to Mary "Polly" Young (b. 1802 and died in 1850 in Kanawha Co. WV). Johnilee Cowell 09/24/04 SIKESTON - Johnilee Cowell, 89, died Sept. 21, 2004, at the Miner Nursing Center in Miner. Born May 18, 1915, in Lamar, Ark., to the late John and Cordia Blackburn Chronister, she was a member of the Vanduser Baptist Church. She was married to Lewis Cowell, who preceded her in death on June 13, 1963. Also one brother and two sisters preceded her in death. Survivors include: one son, Wayne Cowell of Sikeston; one daughter, Jane Moore of Sikeston; and seven grandchildren and eight great-grandchildren. Memorial services are scheduled for 10:30 a.m. Monday at the Ponder Funeral Home in Sikeston with Mike Wilson officiating. Burial will follow at a later date.
