    3. The following came from an issue of the Gazette with a legislative directory, and pictures, of the various members. Ark. Gazette April 10, 1895: Hon. R.F. Foster of Cleveland county is an authority on parliamentary proceedings, and he makes a good presiding officer. As a speaker he is direct, forcible, often personal. He is chairman of the committee on penitentiary and a member of those on circuit and justice courts and on railroads. His bills have been (1) for quadrennial elections and (2) to postpone the time for payment of taxes. The first, if a law, would save the state tens of thousands of dollars, and in his advocacy of the second he displayed a keen regard for those who with small means have in proportion the heaviest burdens of taxation. He was a member in 1883, 1887 and 1893, and is one of the best posted men in the house.
