Something to consider -- in the Depression years there was a great fear of social instability or violence directed against the government (Bolshevism and Communism were in their heyday) by the many hundreds of thousands of unemployed young men in the country. The work camps served two purposes, the first obviously was to give them work, but the second was to defuse any opportunity for anti-government organizing. One way to do this was to send these young men far from home where they didn't have ties to the local communities. So, sending someone from NC to FL instead of placing them in a local CCC camp would mean that he wasn't being thrown in with others from his own area. This could be the sort of environment where strong bonds could be forged among the young men. They could also be exposed to socialist ideas which blamed capitalism on their current problems. My father wound up over 600 miles from home, central North Carolina from South Central Florida, and there was a camp just fifteen miles of our house. In the Museum to the CCC now part of that site the above was postulated but there was no reasoning for that rule. I never did find out why the government would spend all that money on transportation except it benefited mostly the RailRoad as their main transportation source.
