The 1910 census only shows Romie L., age 2, as William's child. William's wife says she has given birth to one child, who is still living. So it looks like the 1920 census has to be off for Otis's age. As for William's middle name, I noticed that he had a Social Security number (there is an entry in the SSDI for a William Hickman born January 9, 1887, which matches the WWI draft registration you found for William Andrew Hickman). Maybe William applied for a delayed birth certificate, which might also show his middle name.
