If you bring it back down by clicking the middle box in the top right corner, then you should be able to move the whole Mailbox around. When it's Maximized, there is nothing to grab hold of to move it and no place to move it to. When it's the normal size, the blue strip shows at the top and you just left click on it (holding the button down) and put it where you want it. I don't believe you'll ever get it below the task bar at the bottom. You'd have to move your task bar to one side or the other before you could bring it down that low and that's not necessary at all.
