I had the same problem with AOL Security Edition - autodialer would pop up; I'd say never redial a dropped connection; but this setting wouldn't stick. AOL kept reverting back to trying to autodial. Here's what I did to correct the problem. First I noticed that I was using a LAN for connection and not the dialup/VPN connection. My LAN uses a cable modem and a wireless router. Using the system admin ID, I (1) went into the Control Panel, (2) opened Internet options, (3) went to Connections, and (4) removed Dial-Up/VPN configuration. Voila! It hasn't been back since. (Of course this only works if you don't you a conventional analog modem)
