Truman Chapter, therefore, as Chancellor of the Harry S Truman Chapter, I am reluctant to give an opinion which would approve the contract. The Color Guard is not mentioned anywhere in the By-Laws of the Truman Chapter. 2. The Truman Chapter does not have the power to determine the usage of Color Guard funds. 3. If the Color Guard does, in fact, have By-Laws, I my not familiar with them, nor have I seen a copy of same. The power of the Color Guard would be determined by its By-Laws 4. I believe that Dick Bryant, the MOSSAR Chancellor would be the person to advise you in this matter. If you want my opinion as an attorney regarding this contract, I would say that a contract of this formality would not be required. I think that you would need to obtain a Promissory Note from the prospective member/borrower for the purchase amount, expressing the terms of repayment, i.e., date of payments, due date of Note and amount of payments.
