The first of two New Veterinary Colleges was also established there in 1857 by John Gamgee, the second by William Williams in 1873. The link between blacksmith and the vet was a strong one. The former would have a basic knowledge of horses anyway. Can't help with the abbreviation itself but agree that there may be a transcription error. You also don't give a date.
