To quote from Tracing your Ancestors at the PRO by Amanda Bevan (6th edition): Rregistration of aliens was tightened up in 1914 and again in 19919. aliens had to register with the local police. Surviving registration cards for the London metropolitan area are in MEPO 35 [series held at the PRO] but only about 1000 cases survive from the tens of thousands created since 1914. The cards are informative: you can find them by searching on the name in MEP 36 on PROCAT {the PRO's online catalogue]. Some (but no all) police registration records have survived locally - for example, B edfordshire record office holds 25,000 record cards, from 1919 until the 1980s for similaer locally held collection, check Kershaw and Pearsall, Immigrants and Aliens, Appendix 2.'
