Hi Laurita I don't know if this will help or not. I have been trying for several months to get birth details of my gr-grandfather. The only information I had was that he came from Carrara in Tuscany. I didn't know whether it meant the comune of Carrara or the province of Massa Carrara and I didn't have a definite year of birth, only his name. After several letters to the State Archives, I finally decided to write (in Italian) to ALL of the 17 comunes in Massa Carrara. Last weekend I finally got a copy of his birth certificate and he turned out to have been born on the comune of Carrara after all!
