This area is in the northern part of Hessen. Frielendorf is about 30 miles due south of Kassel and north northwest of Frankfort am Main. That puts it in the center left of Germany. What this sounds like to me is a sign with location designations of greater and greater area. In the US, that might be like neighborhood, city, county, state.
