This is part guess. In early California I ran across "gauger and weigher" and found the job that man held was with the customs office, determining volume of liquids and weight of items for payment of import duties. So I'm guessing a weigher was involved with determining the weight of produce/meat, etc. purchased by the quartermaster for feeding the troops. Bob Stewart
