Archives ARIAS card listing, the answer is yes. State Troops were never described as being County units, and neither were Continental Regiments. ARIAS does not list Continental troops, even from Penna (except by accident if a man enlisted in the Continentals after having some County or State service, but ARIAS would not list his Continental service).
