    3. The only one who signed on the 4th was Hancock. Actually, the Sec'y to the Congress (Thompson) also signed, but since he wasn't a delegate, he didn't count - his signature was merely a "ministerial act". Even today, when a law is passed, it must be "engrossed" in final form before the enabling signature(s) are added.
