For me the host server is my ISP and/or RFN and/or NIN and/or PlusNet (a UK ISP) and/or Mozilla. My ISP is not in a college anywhere, nor are RFN, PlusNet or Mozilla but NIN is: it's Berlin University. The newsgroup uk.people.silversurfers was started by a group of people and had to be agreed to before it could come into existence because it's on the uk heirachy. It isn't hosted by that group of people on a college server but on any of the newsservers who carry the uk heirachy of newsgroups some of which, like NIN, might be in a university. A newsgroup can be started on the alt. heirachy by anyone without any formalities or preliminaries. Not all newsservers carry the alt heirachy although most do. If a newsgroup isn't carried by a newsserver, then a request can be made to whichever newsserver is being used and they will usually add it - which then makes that newsserver the host. > I can believe that SBC / ATT has multiple servers that gather and > present newsgroups. It may be a simple matter of rebooting but it may be something else.
