With Irfanview, and I suspect other image programs, you can highlight the image using the built in drawing tools and then print/save it to a PDF file with the area highlighted. Using Adobe X, you can add comments to Image PDF's. Once the comment is created, an icon appears in the document/image for the comment at the point you want to remember (replaces your pencil stars).

Also, in this case, I agree with the crowd, in that it seems somewhat unethical to be tired of "pay per month" websites when you will be charging money for family tree classes on your website.
