I think that today there are no exemptions. You can't get a bank account without a SSN. I have been told (but don't know for fact) that hospitals now send in registrations for SSNs for new-borns. (I was not allowed to serve beer due to my age.)

If the record you found shows names of his brothers and sisters, try searching the 1930 census for the brothers and sisters names to see if anything comes up (although if he was an adult by 1930 he may have moved out and therefore not living with them anymore unless he chose to do so voluntarily). What state and county did you find him in for the 1900, 1910 and 1920 census records? If he is not listed on the 1930 census, please specify what information you are looking for, so that some alternate sources (other than the census) could be checked to try to find what you want.     3. He didn't have any children until several years later. Even if he was away he should have been caught on the census where ever he was.     3. I've tried every possible combination using Ancestry.com to find someone on the 1930 census without any luck. I'm assuming that the transcriber misread his name and I can't find him by searching. I wonder if the 1930 census for Tennessee has been indexed by someone besides Ancestry-like Ancestral Quest or a local genealogy group or? I'm trying to find; Cyrus Arthur Moore born 1899 Missouri. His father was born in Delaware his mother in Missouri. From 1924 to 1934 he was in Memphis TN. He was working in advertising at a newspaper. He may have been married but I don't know who to. He died in CA in 1986. His SSN was issued in Texas. I have found him in 1900, 1910, & 1920 and his draft registration. I've started going through the census page by page but there are too many of them. There are 249 districts with maybe an average of 40 pages per district=over 9,000 pages.
