The Revue of the Cercle does have a web site (in French- although a welcome introduction is in English). Contents are given and I think you can obtain past issues if available, http://loutreforet.free.fr/ Supposedly the Revue can be bought at some local bookstores, but I only had time to check in Strasbourg Station which did have a number of Alsace related historical journals but no Revue. Unfortunately I did not have time to cisit Wissenbourg. On the web site you can check some issues in the archives. There are alos some interesting photos.
