If he left in 1878 or 1879, MAYBE he was living in an area that did not become part of Germany since you say his passport was from France. This is merely a guess on my part, so please do not assume that I know more than you. Someone else suggested that you search Geneanet.com which is a very good idea. You can get an idea of the names of the French communities where your SCHALL surname was. Also suggested was to try other spellings which is a VERY good idea. My Alsatian surname is WADEL and it has been spelled MANY ways in records both in France and in the US. If you visit the archives for this list you will find a recent discussion about the spelling of surnames which is very informative. Looking at this website http://www.geopatronyme.com/ your SCHALL surname was VERY prevalent in department 67 Bas Rhin between 1891 and 1915. This may help you to narrow your search some.
