Looking for the website that has the birth and death records for Alsace, frande and such, used to have it, but no such luck after computer blow up, any help would be great

The best single place to start is http://fr.geneawiki.com/index.php/Archives_en_ligne It lists each department in France and lets you know whether they have online records, provides links to those that do. Very useful. Highly recommended.
