I have never heard of anyone having to pay it. My husband and I didn't when we married. My sister and her husband didn't, My parents didn't. Mother told me that they had to wait for payday to have the money for the license which was only a few dollars. They married in 1935 in Jefferson Co., AL. The Depression was still pretty bad at that time for a lot of people.
