Could be a letter giving permission for them to be married. This is what was attached to my grandparents certificate from Etowah Co. when I received it. Of course, it said, "please allow William C. McNeal to marry my daughter, the man has no father." It was signed by the future father-in law. Still haven't found his parents, siblings, etc. and probably never will. Hope you have better luck. Will
