I just received this response from the Bureau of Land Management. This response did not address my genealogical question, but just thought it might be of interest to someone. This section 11 is on Lookout Moutain very near Beeson's Gap which goes up the Mountain from Fort Payne. The SESE of section 11, township 7S and range 9E was issued to Samuel Miller as a Military Warrant in 1856. The patentee (heir of Samuel) was Elizabeth S. McSpadden. The rest of the section was issued to Wills Valley Railroad. The records are not in the database because we have not automated the Military Warrants or rail road patents yet.
