Here is the website for the Cullman County Public Library system: http://www.cpls.com It has an online card catalog search but I checked it out by searching for a title containing the words "Winston County" and I only got one result for a book -- The Heritage of Winston County. There are a lot more books that have the words, "Winston County" in the title than just that book. But the website might be informative in other ways -- hours, directions, etc of the various branches of the library system. I will tell you this for now -- looks like they had just about every single "Heritage" book for AL counties there. They have books that are census indexes for lots of AL and southern states counties, they have those volumes of Civil War records, Cullman city directories back to 1963 up to present day but not including all years in between, will indexes for different states and counties, newspaper marriage and death notices for different areas, will abstracts for various states and counties, marriage indexes, several books concerning colonial emigrants as in Virginia, several books concerning land records for various states and/or counties, family surname histories, county and state histories, books on the Civil War, several newspapers on microfilm including the Cullman Tribune, censuses on microfilm -- all AL up to 1930 and then miscellaneous other states' censuses, cemetery books for different counties/states -- particularly (but not exclusively) Alabama, books concerning specific ethnic ancestors (like British Isles, German, etc) and how to research those particular lines, etc, general genealogy reference books. Just a sample of what they have available in the genealogy and archives room of the library.
