There really were poor houses or farms. I'm not sure about Bibb county, but we ran an article on the one in Autauga in the Autauga Ancestry. If they were former Confederate soldiers there was the Old Solders' Home and hospital at Mountain Creek, in Chilton County. You could contact them to see if they have records.
