    3. Greetings All. I copy below for your possible interest the minutes of the meeting of the Sub-Committee of the House Standing Committee on Procedure and House Affairs that deemed Bill C-312 non-votable. Of note regarding these minutes are the following: -- MP Michel Guimond was not present at the proceedings. In his place was MP Pierre Brien - Brien.P@parl.gc.ca . Neither of these gentlemen has responded to our questions relating to Census since March 1999. -- The meeting lasted 110 minutes in total during which 95 minutes were spent in normal procedural matters and taking testimony from nine Members of Parliament regarding thirteen Bills and Motions from the House of Commons, and one Bill referred from the Senate. Fifteen minutes were spent in determining the fate of those thirteen Bills and Motions. Not one of the thirteen considered was deemed votable. -- The government website from which these minutes are linked currently does not show the evidence given at this meeting. There is, however, a location for a link to the evidence given and it is expected that it will will be linked shortly. While evidence for other meetings is shown, deliberations on the fate of the Bills considered is done 'In Camera' and so the reasons for their decisions are unlikely to be known. -- There is some interesting reading at the start of evidence given at the meeting of 3 October 2001 which is linked from the website of the Sub-Committee. Members of the Sub-Committee present: Bill Blaikie, Garry Breitkreuz, Jay Hill, Carolyn Parrish and Marcel Proulx. Acting Member present: Pierre Brien for Michel Guimond. In attendance: From the Library of Parliament: James Robertson, research officer. Witnesses: From the House of Commons: Charles Caccia, Gilles Perron, Yvon Godin for Peter Stoffer, Jocelyne Girard-Bujold, Stéphan Tremblay, Murray Calder, Pat Martin, Deepak Obhrai, and Tony Valeri for Roger Gallaway. Pursuant to the Order of Reference from the Standing Committee on Procedure and House Affairs adopted on Wednesday, February 7, 2001, the Sub-Committee proceeded to select votable items from bills and motions whose order of precedence has been established on Thursday, November 1, 2001. The witnesses made a statement and answered questions. At 5:10 p.m., the Sub-Committee proceeded to sit in camera to select votable items. It was agreed, - that no item considered be selected as votable. At 5:25 p.m., the Sub-Committee adjourned to the call of the Chair.
