Often they can refer to municipal districts or school districts (which do not appear on maps) rather than villages, towns or cities. They can be difficult to track down. Municipal districts and post offices were often used when vital statistics were registered. I would think this is likely the area you are looking for. I hope this helps to narrow down your research.
