Hello Gail, Cowley is indeed a few kilometres west of Pincher Creek, on the number 3 highway, which goes west from Lethbridge, Alberta, through to the west coast of British Columbia. I haven't been there for many years, but it is likely still a small ranching town in the foothills. If I can help further, write back.
