However, in order to leave the state, a county would have to form its own "state" government or join another state. Winston County is part of Alabama today, so it would have to have been "readmitted" to the state at some point. Obviously neither of those events happened. The story is simply used to illustrate the point that a number of citizens could be found in Winston and other Alabama counties who didn't support the Confederacy. I've heard people repeat this story all my life, and have conversed with much more knowledgable men who have written on the subject. There's no substance to it whatsoever.
