I have found several references to him. From the book Galena and Gold "Williams Creek, a tributary of Duncan Creek, was staked by Frank Williams, Frank Cantin, C.J. Lelievre, D Parent and O Letourneau. During the first week in March, 1903, the miners on Duncan and Williams Creek contested the baseline survey done on those creeks by Raoul Rinfret of the Dominion Land Survey. the Duncan Creek petitioners wrote in their complaint that according to said survey, many of us are thrown out of ground which we legitimately staked and recorded. Rinfret's survey was indeed in error and the survey was redone" The above mentioned book was published by the Mayo Historical Society.
