Please help me find a "Delayed birth certificate" for my grandmother, Ora Mae BROWN, born 07 SEP 1899 in Lavaca, Sebastian County, Arkansas and died 01 APR 1981 in Fort Smith, Sebastian County, Arkansas. She was in the Oddfellows Orphanage in Batesville, Independence County, Arkansas in 1910 after her father. George William BROWN died in Lavaca, AR. in 1909.
