Mr. Baker: does this hold true for African Americans? I have hit a stone wall when trying to find birth, death and marriage certificates in ARK of my g.father Eugene Cullon Wynn, b. Monroe County in 1906.. Since he was born before 1914 and no b.certificate exists, would I find him in any census list after 1906? He moved to Humnoke at some point. According to his social security application, he applied for his SS# at age 30 in Humnoke, then I believe he moved to California. He married Florida Hodges, date unk. In 1936, they had a daughter, Dorothy in Humnoke. I'd like to find the marriage certificate AND proof of birth for him. I'm stuck! Any ideas on where to go from here??
