You should order his Social Security application and it will tell you his parents, where he was born, etc. As you can see he got his SS# in West Virginia so I am guessing he was born there. You'll need the record to be sure. I took a look at the 1930 census to see if I could find him but did not. It may be that he was born after the census in 1930 instead of the 1929 date on the SS record. You could also try to get his death certificate from Nevada. I am also including some other Adkins deaths I found in Reno. Who knows....they may be relations. See list below.
