Country, County, City, Town, etc. borders do not stay the same over time - we have seen it during our own lifetimes. For genealogy purposes, data should be recorded with the place name as it was at the time of the event. It might be useful to add a note about boundary changes, but even more important, information regarding the physical (not internet) location of the original record.
