Hi Ray There is a reference in the link below to the Freedom of Information (Scotland) Act 2002 exempting personal Census records from disclosure until after a 100 year closure period. The 1939 national Registration should be easy to access as the exepmtion apparently being used is that it is part of a persons medical record.
