I don't know the answer to this one, but you would think being in the employ of the Canadian Government they were already cleared. I recall a joke about a Canadian soldier who visited France years after the war ended and was asked for his passport. He said he didn't need a passport the first time he visited and the Immigration fellow said that was impossible.....everyone needed passports to get into France. The last line was the soldiers when he replied he had come ashore just before Vimy Ridge........by boat.
